European Foreign Policy

Overview: During the second half of this course, we unpacked the four components of European foreign policy (i.e., Common Foreign and Security Policy [CFSP], Common Security and Defense Policy [CSDP], External Action, and the External Effects of Internal Policies), and how each component is applied to ability to shape foreign relations in four critical regions (e.g., Balkans and Turkey, Russia and the Eastern Neighborhood, the Mediterranean and the Middle East, and the United States). Examining these relationships will form the basis of your final examination.

Choose ONE of the following prompts:

Neighborhood Prompt: Scholars differ on the extent to which the EU “actually has a foreign policy”. While some highlight the positive effects that the EU has on international politics when it is united, others note the lack of consistency as evidence that the EU lacks the willingness and/or ability to conduct a “real foreign policy”. Evaluating the consistency of EU foreign policy in ONE of the following regions (Balkans and Turkey, Russia and the Eastern Neighborhood, or the Mediterranean and the Middle East), would you argue that the European Union “has a real foreign policy” in your chosen region? Why? Why not?

Requirements: To address this question, your paper should use course materials to:

1. Identify the European Union’s policy goals in your selected region.
2. Briefly detail how the four components of EU foreign policy play out in your region.
3. Define consistency (e.g., horizontal, vertical, institutional, interstate)
4. Use the existence (or absence) of consistency in your selected region to advance your
argument as to whether not the European Union “actually has a real foreign policy”.

Transatlantic Prompt: For some analysts, the formation of the Single European Market (SEM) and European Monetary Union (EMU) heralds “the end of American supremacy” and has injected competition into US/EU relations. Others do not go so far as to suggest the EU will displace the US, but contend that cultural differences in the way the US and the EU view threat indicate that “the United States is from Mars and Europe is from Venus” and that these differences make maintaining the transatlantic relationship more difficult. Is the “US is from Mars and the EU is from Venus”? What do differences in world view between the US and the EU suggest, if anything, for the future of the transatlantic relationship?

Requirements: To address this question your paper should use course materials to:

1)Explain what is meant by the phrase “the US is from Mars and the EU is from Venus”
2) Highlight the similarities/differences shaping the way the US and EU view the world.
3) Do you agree with the I dea that the “US is from Mars and the EU is from Venus”?
4) Comment on the future of the transatlantic relationship (i.e. Can the transatlantic
relationship be saved? Why or why not?).

The essay should be 5-7 pages in length, use 12 point font and standard margins, and contain a bibliography. There is a handout on the course website “Writing a Good Social Science Paper” which details the appropriate format for this assignment. Papers which lack an identifiable thesis statement within the introduction, fail to integrate course readings effectively and/or rely on lecture slides will be penalized. Please keep in mind that while you can use current events material to supplement your discussion of course readings, you DO NOT need outside materials for this assignment.
