How Developing Regions Navigate the Research/Development Priorities of International Development Organizations

Brief: After reading this paper, interested parties should have a clear understanding of what influences donor funding priorities and contributions, and how they can position themselves to meet funding criteria to be eligible for various bilateral and multilateral aid/assistance. Use examples of donor organizations’ projects in particular those for Information Communication Technology (ICT), to support discussion, as needed. In addition to the sample sources below, do include journal articles.

Make sure to discuss (not an exhaustive list):

1. Donor Priorities and Implications for Developing Regions.
   1. Organizational Strategic Plans, Focus Areas, Goals, and Missions. It’s very likely that developing regions or entities therein may not be familiar with the purpose of, or the importance of organizational Strategic Plans/Focus Areas/Goals/Missions, so ideally this section should help clarify that limitation. Give at least two examples of how UNESCO’s and USAID’s Strategic Plans/Focus Areas/Goals/Missions shape how much they contribute and what sectors they contribute to.
   2. The Millennium Development Goals (MDGs) and Education for All (EFA) Initiatives. Overview of each initiative. What were the overall outcomes and challenges of each initiative? What were the outcomes/challenges like specifically for education? In relation to availability of funding?
   3. From Millennium Development Goals (MDGs) and Education for All (EFA) to Sustainable Development Goals (SDGs). Provide overview of SDGs (the global goals) and discuss how those goals build upon the successes and failures of the MDGs and EFA. Give an overview of SDG 4 – Quality Education, and its importance for the success of each of the 17 goals). Developing regions are not in the financial position to achieve the SDGs on their own so external aid is needed. What steps are international development organizations taking to make additional funds available? (see chapter 6, pg.154 in Global Education Monitoring Report).
2. Role/Influence of Bureaucracy/Internal Politics within Donor Agencies/donor countries on funding priorities. How can awareness of internal politics be advantageous to recipient countries?
3. Through what channels do developing regions find out about available aid for ICT?
